Arrested: Brandon L. McAllister, 33, 2302 Weir Ave., Weirton, domestic battery and domestic assault, Monday.

Charges: Two people were booked into the Jefferson County jail after being removed from a Pershing Avenue residence. Police said Brian F. Jones, 30, 1416 Ridge Ave., Steubenville, was charged with weapons under disability and possession of a defaced weapon, while Alexis Freeman, 41, 1221 Oregon Ave., Steubenville, is facing a falsification charge.

More break-ins: A woman residing in the 3200 block of St. Charles Drive told police Monday her neighbors told her they’d seen someone enter her vehicle during the weekend and when she checked she found papers scattered on the floor and $21 missing. She said the neighbors have video from around 2:45 a.m. Sunday showing several individuals they believe were involved.

— A laptop was stolen from a vehicle in the 300 block of Braybarton Boulevard after 1 a.m. Monday.

— A woman in the 3200 block of St. Charles Drive said someone rummaged through her car over the weekend, removing loose change and a car wallet containing her vehicle registration and insurance paperwork.

Booked: A city resident was booked into the Jefferson County jail on a drug charge and probation violation after he was found overdosing in an alley in the 1500 block of Oregon Avenue, Monday. Police said William R. Rutherford, 28, 1507 Oregon Ave., told them he’d used heroin because his suboxone prescription expired. When police arrived, a woman was in the alley with him trying to wake him, without success. They said he was blue in the face and his pulse was faint, with deep but infrequent respirations. Officers performed sternum rubs until Steubenville EMS arrived and administered 6 milligrams of Narcan and he came to. Police found a torn bag containing a grey powder and a sheet of aluminum foil in Rutherford’s possession they say had been used as a smoking device.

Confusing: A Sunset Boulevard resident said her ex called wanting to talk to his children, and when she told him they were sleeping threatened to come to her home and “put his hands on her,” Monday. She has full custody of the children, and police told her if she saw him to call. Later, she called to tell police he was visiting with the kids and all was well.

Code issues: Notices of violation were sent to owners/occupants of properties at 4325 Southeast Drive, 1419 West Adams, St., 1507 Foster Place, high grass/weeds.

Stolen: Scrap metal a man had salvaged from a job he’d completed was stolen from a family member’s property where he’d stored it for a few days, Monday.

Served: Anthony D. Scruggs Jr., 35, 427 Washington St., Steubenville, warrant for failure to appear, Monday.

Booked: Kelsi Marie Reed, 26, 434 S. Fifth St., Steubenville, petit theft, Monday. Employees at Wal-Mart allege Reed skip-scanned food and baby formula valued at $183; Ciara B. Hawkins, 27, no fixed address, warrant for felony escape, warrant for possession of drug paraphernalia and possession of drug paraphernalia, a crack pipe, Monday;

Cited: Samantha K. Monroe, 31, 58640 Deep Run Road, Martins Ferry, failure to yield left turn. Monroe was cited following a two-car crash in the 2100 lock of Sunset Boulevard Monday; Peter Bergsma, 27, 1616 Ridge Ave., Steubenville, expired/unlawful plates.

Booked: Christopher Price, 47, 324 Patton Ave., Wintersville, DUS, Monday.

Booked: Ronald Liposchak, 51, 562 Mahan Lane, Follansbee, failure to appear, DUS and furnishing false information, Tuesday.
